Billing changes: Do you have the information you need?

Gestingral recommends not making changes to the software or invoicing processes until the regulatory framework and implementation deadlines have been definitively established.

What many know as electronic invoicing is actually divided into three key regulations:

  • Invoicing software requirements
    • The software used to make the invoices must meet a series of requirements (inalterability, traceability, accessibility, etc.).
    • It comes into force in January 2027 for companies and in July 2027 for other self-employed individuals. Pending publication of the deadline extension in the BOE.
    • Penalties: Up to €50,000 for using non-adapted software.
  • Verifactu:
    • System for the instant transmission of issued invoices to the tax authorities.
      Voluntary (not mandatory), but expected to be mandatory in the future.
  • Mandatory electronic invoicing:
    • Platform for sending electronic invoices between businesses and self-employed professionals, with payment deadline tracking.
    • It comes into effect on October 6, 2027, for companies with a turnover exceeding €8 million; and on October 6, 2028, for companies and self-employed professionals with a turnover of less than €8 million. The schedule of deadlines—alongside the regulations on invoicing software—is pending publication in the BOE.
